Division Rules

Tee Ball (Ages 4 and 5 yrs. old) 2021 Division Rules

In the Tee Ball Division, La Habra City Little League will play games with only La Habra teams. These rules apply to all games.

Tee Ball is instructional. Wins and losses will not be counted. The manager and coaches will be given a lesson plan to teach fundamentals each week. At the end of the season, the manager must turn in the gear and keys to receive their equipment deposit money.

Pregame & postgame: The home field team must set up the field for the game. The home field team must rake & groom the field before & after their weekday game or the last game on Saturday. After the game, the home field team will sanitize and return the field equipment to the shed. All equipment is to be placed back on the shelves & not left on the storage shed floor. All trash needs to be picked up around the field and bench dugout & spectator seating areas.

Arrival time: Coaches and players must not arrive more than 40 minutes before game time.

Departure time: Coaches and players must vacate park no later than 15 minutes after game ends.

Game time: A standard game is 4 innings or 1 hour and 30 minutes, whichever comes first.

First half of the season:The runner when called out stays on the base, and the inning ends when 3 outs are made, or the batting roster is completed.

Second half of the season: The runner when out must now leave the base, and the inning ends when 3 outs are made, or the batting roster is completed.

Mandatory playing time: It is mandatory that each player must play a minimum of 2 complete innings. No player will sit 2 consecutive innings.

It is mandatory that each child plays one infield position (i.e., catcher, first, second, third, or shortstop) and one outfield position (i.e., left field, right field, right centerfield, and left centerfield) each game.

Players:Must wear face coverings when sitting in their chairs, and when they are less than 6 feet apart. Players must not share equipment.

Scorekeeper:The manager acts as the scorekeeper by filling out the scoresheet and returns it to the person keeping score. After each game, the white original copy of the scoresheet must be turned in by placing it into the hanging file organizer labeled Tee-ball in the shed at Anderson Field.

Each team:Each team needs to use their own tees and game balls. With no sharing of equipment.

Umpire:There are no umpires. Volunteer parents with an approved background check can be spaced out on the field to monitor play. Volunteer parents must wear face coverings.

Coaches/parents:All coaches & parents must wear face coverings. All coaches & parents participating on the field or at practices must be background checked FIRST. Tee-ball can have 1 manager and up to 5 coaches per team. Refer to your league’s current COVID guidelines for chair/bench/dugout use. No sitting on buckets. Please bring to sit on. Coaches/parents may not yell at volunteers.

Team Mom/Parent:Refer to your league’s current COVID guidelines for chair/bench/dugout use. In the event the pandemic improves and COVID guidelines change to allow “normal” use of the dugouts, a team parent with an approved background check may sit on the bench to watch the players during both the defensive and offensive part of the inning if there is a female player on the team. No other child, that is not on the team, is allowed on the bench with the team parent.

Batting tee:The offensive team manager/coach is responsible for putting the ball on the tee, stating to the defensive team, “Are you ready?” and removing the batting tee once the ball is hit.

Batters:There are no strike outs. All batters will hit the ball. Batters bat in a continuous batting order that includes all players on the team roster present for the game batting in order. Tardy players shall be added to the bottom of the batting order in the inning they arrive. If a batter bats out of turn, the correction will be made immediately & no out will be called. A ball hit off the batting tee must travel 15 feet into fair territory to be considered a fair ball. Bunting is not allowed.

Runners:The runner is allowed 1 base for a single and is allowed only 2 bases for a double. Runners must stay in contact with the base until the ball is hit. No sliding is allowed. The runners may not advance on an overthrow. An overthrown ball is considered a dead ball and all runners must remain on the base they are at when the overthrow occurs. If a runner is called out, the runner must leave the base. In a last batter situation, play stops when the out is made or when the ball is returned to the infield and held by an infielder. The runner must stop when the play becomes dead.

Defense:The defense consists of a maximum of 10 players, with 4 outfielders evenly spaced in the outfield. A rover is not allowed. Defensive players must be rotated so that no player plays in the same position for more than two innings in a game. (Outfield is considered one position i.e., if a player plays right field for two innings the child cannot play outfield for the rest of the game.)

At the end of the game:The home team is responsible for putting away the equipment including personal chairs. If benches are used at a later time, benches need to be put away. Each team is responsible for picking up and emptying the trash can liner at all fields when full and ON THE LAST GAME ON SATURDAY. Trash can liners are available in the Anderson shed. Failure to do so will result in Board action such as a possible suspension.

MINOR B (Age: 6 & 7) 2021 Division Rules

La Habra City Little League will play interleague games with Murphy Ranch Little League. These rules apply to all games.

Minor B is instructional: The score will be kept, but standings will not be recorded. This division is to teach all positions (infield & outfield) & the fundamentals of the game. Each home league provides their game balls. At the end of the season, the manager must turn in the gear & keys to receive their equipment deposit money.

Pregame & postgame: Home field teams are to set up for the game & must rake & groom the field after their weekday game or the last game on Saturday. After the game, the home field team will sanitize & return the pitching machine & field equipment to the shed. All equipment is to be placed on the shelves & not on the floor. All dugout and spectator trash must be picked up.

Arrival time: Coaches & players must not arrive more than 40 minutes before game time.

Departure time:Coaches & players must vacate park no later than 15 minutes after game ends.

Game time: Game will be played for 6 innings or a max of 1 hour 50 minutes, whichever comes first. Games must start on time. Time is kept by both managers.

Mandatory playing time: Players must play at least every other inning & must play 1 infield (pitcher, catcher, first, second, third, shortstop) & 1 outfield position (left field, right field, right center field, left center field) each game. No player may play the same position more than two innings in a game. Managers who fail to comply with these rules will be given a one game suspension and subject to removal for the season.

Players: Must wear face coverings when sitting in their chairs, sitting in the dugout, or when they are less than 6 feet apart or playing the catcher position. Players must not share equipment.

Umpire: There are no umpires. Volunteer parents with an approved background check can be spaced out on the field to monitor play. The volunteer parent will announce the start time of the game & local sunset time according to Google. All volunteer parents must wear face coverings.

Coaches/parents: All coaches and parent must wear face coverings. All coaches & parents participating in games or practices must be background checked FIRST. Refer to your league’s current COVID guidelines for chair/bench/dugout use. All dugout gates are to remain closed during the game. During defensive play, when players are not in the dugout, 1 manager & 2 coaches may sit in the dugout. In the event the pandemic improves & COVID guidelines change to allow “normal” use of the dugouts, coaches must sit on the bench & are not allowed to rove in & out of the dugout. The 3 coaches who start the game must remain for the entire game. Exception: if a coach is arriving late. 1 additional coach may be in the outfield while the team is on defense. No sitting on buckets. Please bring a chair to sit on. Coaches/parents may not yell at the umpire.

Scorekeepers: Both teams are responsible for scorekeeping. The scorekeepers must sit in a designated area. The side will retire when 5 runs have been scored in an inning or 3 outs made. However, the 6th inning is an open run inning. For La Habra teams: After each game, the white original copy of the scoresheet must be turned in by placing it into the hanging file organizer labeled Minor B in the shed at Anderson Field. If scoresheets are not turned in after the week’s games, the Division Director, in consultation with the President, V.P., & Player Agent, can impose a one game suspension for the manager for each game that a score sheet is not turned in on time.

>Team Mom/Parent: Refer to your league’s current COVID guidelines for chair/bench/dugout use. In the event the pandemic improves & COVID guidelines change to allow “normal” use of the dugouts, the team parent with an approved background check may enter the dugout to watch the players on the bench during both the defensive & offensive parts of the inning if there is a female player on the team. No other child, that is not on the team, is allowed on the bench with the team parent.

Pitching machine: Pitching machines will be used the entire season & operated by the offensive team coach. The coach has 30 seconds to place the ball in the machine or a strike will be called. At Murphy Ranch, the pitching machine will be placed in front of the mound. At La Habra, the machine will be placed on the mound. Balls will not be called. Strikes will be called when the batter swings & misses. A batter will complete their turn at bat when one of the following occurs:

1. Hits the ball into fair territory. 2. Swings at three pitches. 3. After six pitches total (swing or no swing).

Exception: If the batter hits a foul ball on the third swing or on the sixth pitch, the batter will get another pitch. In the event the batter hits a foul ball on subsequent pitches, the batter will continue to get another pitch. This turn at bat will end when the ball is hit into fair territory or the batter fails to make contact with the ball.

Dead ball: A batted ball will be considered a dead ball and the batter will be awarded first base when any of the following occurs.

1. The baseball strikes any part of the pitching machine. 2. The baseball lands in the pitcher’s area (in the circle). 3. The ball strikes a manager or a coach.

The ball will be considered dead ball when any of the following occurs:

1. When an infielder has control of the ball, while the player is in the infield. 2. When a ball is overthrown. Runners must remain on the base they are at when the overthrow occurs and cannot advance.

Not dead: The ball if not dead if it is hit through the pitching machine & doesn’t hit the machine.

Dugout: Refer to your league’s current COVID guidelines for chair/ bench/dugout use. All dugout gates are to remain closed during the game. During defensive play, when players are not in the dugout, 1 manager & 2 coaches may sit in the dugout. In the event the pandemic improves & COVID guidelines change to allow “normal” use of dugouts, coaches must sit on the bench in the dugout & are not allowed to rove in & out of the dugout. No foods, seeds, candy, or gum is allowed by any player or coach in the dugout or on the playing field. A first offense is a warning. A second offense is an automatic suspension of 1 game to the manager.

Batters:Batting will be in a continuous batting order that includes all players on the team roster present for the game batting in order. Tardy players shall be added to the bottom of the batting order in the inning they arrive late. If a player bats out of turn, the correction will be made and no out will be called. Bunting is not allowed and there is no infield fly rule. When the ball is hit and goes over the head or passes the outfield, it shall be a ground rule double, the ball becomes a dead ball, and the runners already on base may advance a maximum of two bases.

Runners: To prevent injury, sliding is discouraged. Managers must pre-approve sliding based on a player’s sliding knowledge/ability. An overthrown ball is considered a dead ball so runners must remain on the base they are at when the overthrow occurs.

Defense:The defense consists of a maximum of 10 players, with 4 outfielders evenly spaced in the outfield. A rover is not allowed. Defensive substitutions are encouraged, The free substitution rule will be in effect. Defensive changes can be made every inning.

MINOR A (Age: 7 & 8 Instructional Division 2021 Rules)

La Habra City Little League will play interleague games with Murphy Ranch Little League. These rules apply to all games.

Minor A: The score will be kept, but standings will not be recorded. This division is to teach the players all positions (infield and outfield) and the fundamentals of the game. The infield fly rule is NOT in effect. At the end of the season, the manager must turn in the gear and keys to receive their equipment deposit money.

Arrival time: Players & coaches must not arrive more than 40 minutes before game time.

Departure time: Players & coaches must vacate park no later than 15 minutes after game ends.

Game time: No new inning can begin after 1 hour 50 minutes. Time is kept by both managers.

The Division Director in consultation with the President, V.P., & Player Agent may impose a one game suspension for each week’s game score sheets not turned in.

Home team: The home team does NOT provide a volunteer or paid umpire (background checked) for the game. The location of the game determines which league provides the umpire. See below.

Umpire: Umpires must wear face coverings. For games at Murphy Ranch, Murphy Ranch will provide Jr. Umpires. For games at La Habra, volunteer parents with an approved background check are responsible for umpiring games. The game must only be umpired from behind the pitcher’s mound. The umpire will announce the start time of the game & local sunset time according to Google. The official game time is kept by the umpire. The umpire determines hittable pitches.

Coaches/parents: All coaches & parents must wear face coverings. All coaches and parents participating in games or practices must be background checked FIRST. The manager must consult with the umpire, prior to the start of the game as to when local sunset time is according to Google. No sitting on buckets. Please bring a chair to sit on. Coaches/parents may not yell at umpires.

Team Mom/Parent: Refer to your league’s current COVID guidelines for chair/bench/dugout use. In the event the pandemic improves & COVID guidelines change to allow “normal” use of the dugouts, the team parent with an approved background check may enter the dugout to watch the players on the bench during both the defensive & offensive parts of the inning if there is a female player on the team. No other child, that is not on the team, is allowed on the bench with the team parent.

Dugout: Refer to your league’s current COVID guidelines for chair/bench/dugout use. All dugout gates are to remain closed during the game. During defensive play, when players are not in the dugout, 1 manager and 2 coaches may sit in the dugout. In the event the pandemic improves & COVID guidelines change to allow “normal” use of the dugouts, coaches must sit on the bench in the dugout and are not allowed to rove in and out of the dugout. On Anderson Field, the coach’s back should be against the pole with only 1 manager outside the dugout. The manager and 2 coaches will be allowed in the dugout. No roving of coaches in and out of the dugout. The 3 who start the game must remain the entire game with the exception of a coach that is running late. No food, seeds, candy, or gum is allowed by any player or coach in the dugout or field area. No sunflower or peanut shells are allowed on the ground. The first offense is a warning. Second offense is an automatic suspension of one game to the manager/coach. No coach/team meetings can take place after the game in the dugout to help the next game get started on time. At the end of the game, teams must vacate the dugouts immediately.

Pitchers:Any 9-year-old held back to play in this division cannot pitch. If a batter gets a count of 4 balls, instead of receiving a walk, the manager or coach will pitch overhand the number of strikes remaining to allow the batter a chance to hit. Coaches must pitch from the lower part in front of the rubber within the circle and not on the grass. For example: If the count is 4 balls and 2 strikes, then the batter gets one pitch thrown from the coach to hit the ball. (One pitch to hit or strike out will encourage kids to hit to get on base & not count on being walked on base.) Pitch count will be followed according to the Rulebook. The pitching distance for ALL fields will be 46 feet. Hittable pitches are determined by the volunteer umpire and are not negotiable.

Batters: Batters bat in a continuous batting order that includes all players on the team roster present for the game batting in order. Tardy players shall be added to the bottom of the batting order in the inning they arrive late. If a batter bats out of turn the correction will be made & no out will be called. Bunting is not allowed. 3 outs or 5 runs will retire the side except in the 6th inning which is an open run inning. Clean (free from profanity & explicit lyrics) walk up music is allowed at Murphy Ranch & Whittier, but not at La Habra.

Runners: No runs may score & no base advancements of any kind on any passed balls. The side will retire after 5 runs scored in an inning or 3 outs made except in the 6th open run inning. 15- Run Rule: If one team has a lead of 15 runs after 3 innings, the game will end. 10-Run Rule: If one team has a lead of 10 runs or more after 4 innings, the game will end.

Outfield: If a ball is hit on the fly to the blacktop driveway in the outfield at La Habra Fields, it shall be ruled a home run. If the ball goes over or past the outfielder & rolls or bounces to the black top driveway, it shall be ruled a ground rule double & all the runners may advance 2 bases. If the ball is hit over the outfielder & interferes with the Minor B game at La Habra fields, it is ruled a home run.

Defense: The defense consists of a maximum of 10 players, with 4 outfielders evenly spaced in the outfield. A rover is not allowed. Defensive substitutions are encouraged. The free substitution rule will be in effect. Defensive changes can be made every inning.

AA Competitive Division 2021 Rules (Ages 8 & 9 yrs. old)

La Habra City Little League will play interleague games with Brea Little League. These rules apply to all games.

AA is competitive: The infield fly rule will be called. Pitch count will be followed per the rule book. The side will retire after 5 runs scored in an inning or 3 outs made except in the 6th open run inning. 15- Run Rule: If one team has a lead of 15 runs after 3 innings, the game will end. 10- Run rule: If one team has a lead of 10 runs or more after 4 innings, the game will end. The score will be kept, & standings of record will be kept by each league. Information regarding the possibility of a District Tournament of Champions (TOC) is to be determined at a later date. At the end of the season, the manager must turn in the gear & keys to receive their equipment deposit money.

Arrival time: Players & coaches must not arrive more than 40 minutes before game time.

Departure time: Players & coaches must vacate park no later than 15 minutes after game ends.

Game time: No new inning can begin after 1 hour and 45 minutes and NO DROP DEAD. Sun delays at La Habra fields do NOT count against the no new inning time limit. 4 innings must be played to be considered a complete game. If this does not happen, the next time these teams play each other they will finish the first game before playing the second game. For games that are cancelled, or rained out, make-up games will be scheduled by the Player Agent in consultation with the league’s representative on the next available date. It must be played within 3 weeks of the cancelled game. If not, the D56 UIC & league reps. will decide on ruling it a forfeit.

Tie games: Refer to Rule 4.12 in the Little League Rulebook (with the exception of extra innings). All games will be played to break the tie if there is no following game and daylight permits. This will be determined by the Player Agent and/or League Rep./League Commissioner/Director that is present prior to the game and told to the umpire at the start of the game. If the tie cannot be broken, the game shall resume prior to the next time the two teams meet or rescheduled for a later date. The starting time will be determined by the Director & the Player Agent of each league involved.

Mandatory Playing time: LL regulation IV(i): minimum of 6 defensive outs and bat at least 1 time

Players: Must wear face coverings when sitting in their chairs, sitting in the dugout, or when they are less than 6 feet apart or when playing the catcher position. Players must not share equipment.

Scorekeeper: The home team is responsible for the official scorekeeper & pitch counts if the visitor team does not have a pitch count person to verify. The scorekeeper must be in a designated area. The away team must keep their own league scoresheet or book (this should not be the same person & will not be the official score book). The scorekeeper notes the official game time, but the official game time will be kept by the umpire. For La Habra teams: After each home game, the navy-blue Glover score notebook must be turned in by placing it into the notebook holder labeled AA in the shed at Anderson Field. After away games, the scoresheet must be turned in by placing it inside the navy-blue Glover score notebook in the shed at Anderson Field. The Division Director in consultation with the President, V.P., and Player Agent may impose a one game suspension for each week’s game score sheets not turned in.

Umpire: Umpires must wear face coverings. The umpire will announce the start time of the game & the local sunset according to Google. The official game time will be kept by the umpire.

Coaches/parents:All coaches and parents participating on the field or at practices must be background checked FIRST. Refer to your league’s current COVID guidelines for chair/bench/dugout use. Referring to Rule 3.09, no coaches or parents may warm up a pitcher in the bullpen on or off the practice or playing field for any reason or at any time before during or after the game. No sitting on buckets. Bring a chair to sit on. Coaches/parents may not yell at umpires.

Team Mom/Parent: Refer to your league’s current COVID guidelines for chair/bench/dugout use. In the event the pandemic improves & COVID guidelines change to allow “normal” use of the dugouts, the team parent with an approved background check may enter the dugout to watch the players on the bench during both the defensive & offensive parts of the inning if there is a female player on the team. No other child, that is not on the team, is allowed on the bench with the team parent.

Dugout:All dugout gates are to remain closed during the game Refer to your league’s current COVID guidelines for chair/bench/dugout use. During defensive play, when players are not in the dugout, 1 manager and 2 coaches may sit in the dugout. In the event the pandemic improves & COVID guidelines change to allow “normal” use of the dugouts, coaches must sit on the bench in the dugout and are not allowed to rove in and out of the dugout. On Anderson Field, the coach’s back should be against the pole with only 1 manager outside the dugout. The manager and 2 coaches will be allowed in the dugout. The 3 who start the game must remain the entire game with the exception of a coach that is running late. No manager or coach may leave the dugout for any reason without permission from the umpire. At Murphy Ranch & La Habra, water & Gatorade type drinks are allowed in the dugout. No food, seeds, candy, or gum is allowed by any player or coach in the dugout or field area. No sunflower or peanut shells are allowed on the ground. The first offense is a warning. Second offense is an automatic suspension of one game to the manager/coach. No coach/team meetings can take place after the game in the dugout to help the next game get started on time. At the end of the game, teams must vacate the dugouts immediately.

Pitchers: No pitching concessions will be considered for any games. 8 and 9 yr. old players in this division are eligible to pitch as per Rulebook. Balks will not be called. Pitch count will be followed per rulebook. 10 yr. old players staying back a division may NOT pitch in this division. Any manager or coach guilty of using an ineligible pitcher for any reason will be removed for the rest of the game & suspended for the team’s next physically played game. On the second offense, will not be allowed to coach or manage the rest of the season.

Batters: Batters bat in a continuous batting order that includes all players on the team roster present for the game batting in order. Three 3 outs or 5 runs will retire the side. Music that is clean, free from profanity and explicit lyrics is allowed for walk up at Murphy Ranch, but not at La Habra.

Runners: The maximum 5 runs per inning rule will be followed. The 6th inning is an open run inning. 15- Run Rule: If one team has a lead of 15 runs after 3 innings, the game will end. 10-Run Rule: If one team has a lead of 10 runs or more after 4 innings, the game will end.

Protests: Will be resolved before the next pitch by the umpire on duty. If still unresolved, the protest will be resolved by the board member on duty. Only in extreme cases will the protest be directed to each league’s president to be resolved.

AAA Competitive Division 2021 Rules (Ages 10 & 11 yrs. old)

La Habra City Little League will play interleague games with Murphy Ranch. These rules apply to all games.

AAA is competitive: The infield fly rule will be called. Pitch count will be followed per the rule book. 15-Run Rule: If one team has a lead of 15 runs after 3 innings, the game will end. 10-Run Rule: If one team has a lead of 10 runs or more after 4 innings, the game will end. The score will be kept, and standings of record will be kept by each league. Information regarding the possibility of a District Tournament of Champions (TOC) is to be determined at a later date. At the end of the season, the manager must turn in the gear and keys to receive their equipment deposit money.

For games that are cancelled, or rained out, make-up games will be scheduled by the Player Agent in consultation with the league’s representative on the next available date. It must be played within 3 weeks of the cancelled game. If not, the D56 UIC & league reps. will decide on ruling it a forfeit.

All away teams must keep their own league scoresheet or book (this should not be the same person & will not be the official score book). The scorekeeper notes the official game time, but the official game time will be kept by the umpire. For La Habra teams: After each home game, the navy-blue Glover score notebook must be turned in by placing it into the notebook holder labeled AAA in the shed at Anderson Field if the game is played there or in the shed at Dick Gross if the game is played there. After away games, the scoresheet must be turned in by placing it inside the navy-blue Glover score notebook in the shed at Dick Gross Field. The Division Director in consultation with the President, V.P., and Player Agent may impose a one game suspension for each week’s game score sheets not turned in.

Umpire: Umpires must wear face coverings. The umpire will announce the start time of the game and local sunset time (via Google).

Coaches/parents: All Coaches/parents must wear face coverings. All coaches and parents participating on the field or at practices must be background checked first. Refer to your league’s current COVID guidelines for chair/ bench/dugout use. Referring to Rule 3.09 in the Little League Rulebook, no coaches or parents may warm up a pitcher in the bullpen on or off the practice or playing field for any reason at any time before, during or after a game. No sitting on buckets. Please bring a chair if you want to sit. Coaches/parents may not yell at umpires.

Team Mom/Parent: Refer to your league’s current COVID guidelines for chair/bench/dugout use. In the event the pandemic improves & COVID guidelines change to allow “normal” use of the dugouts, the team parent with an approved background check may enter the dugout to watch the players on the bench during both the defensive & offensive parts of the inning if there is a female player on the team. No other child, that is not on the team, is allowed on the bench with the team parent.

Dugout: All dugout gates are to remain closed during the game. Refer to your league’s current COVID guidelines for chair/bench/ dugout use. During defensive play, when players are not in the dugout, 1 manager and 2 coaches may sit in the dugout. In the event the pandemic improves & COVID guidelines change to allow “normal” use of the dugouts, coaches must sit on the bench in the dugout and are not allowed to rove in and out of the dugout. On Anderson Field, the coach’s back should be against the pole with only 1 manager outside the dugout. The manager and 2 coaches will be allowed in the dugout. The 3 who start the game must remain the entire game with the exception of a coach that is running late. No manager or coach may leave the dugout for any reason without permission from the umpire. At Murphy Ranch & La Habra, water & Gatorade type drinks are allowed in the dugout. No food, seeds, candy, or gum is allowed by any player or coach in the dugout or field area. No sunflower or peanut shells are allowed on the ground. The first offense is a warning. Second offense is an automatic suspension of one game to the manager/coach. No coach/team meetings can take place after the game in the dugout to help the next game get started on time. At the end of the game, teams must vacate the dugouts immediately.

Pitchers:No pitching concessions will be considered for any games. Balks will not be called. Pitch count will be followed per the rule book. Any 12 yr. Old choosing to stay back a division will not pitch in this division. Any manager or coach guilty of using an ineligible pitcher for any reason will be removed for the rest of the game and will be suspended at the team’s next physically played game. On the second offense, the manager/coach will not be allowed to coach or manage for the remainder of the season.

Batters: Batters bat in a continuous batting order that includes all players on the team roster present for the game batting in order. Three 3 outs or 5 runs will retire the side. Music that is clean, free from profanity & explicit lyrics is allowed for walk up at Murphy Ranch, but not at La Habra.

Runners: The maximum 5 runs per inning rule will be followed. The 6th inning is an open run inning. 15-Run Rule: If one team has a lead of 15 runs after 3 innings, the game will end. 10-Run Rule: If one team has a lead of 10 runs or more after 4 innings, the game will end.

Protests: Will be resolved before the next pitch by the umpire on duty. If still unresolved, the protest will be resolved by the board member on duty. Only in extreme cases will the protest be directed to each league’s president to be resolved.

Major Competitive Division 2021 Rules (Ages 11 & 12 yrs. old)

La Habra City Little League will play inter league games with Murphy Ranch Little League. These rules apply to all games.

The Major Division is competitive: It is interleague play with pitch count. The first and second place teams will be determined by the best overall record in each league in the alliance or by their own league bylaws. Information regarding the possibility of a District Tournament of Champions (TOC) is to be determined at a later date. If a tie occurs within a league, head-to-head competition or a tiebreaker game will be played to determine 1st place. At the end of the season, the manager must turn in the gear and keys to receive their equipment deposit money.

Pregame/postgame: Home field teams must rake and groom the field before and after their weekday game or the last game on Saturday. After the game, the home field team will sanitize & return the field equipment to the shed. All equipment is to be placed back on the shelves and not left on the shed floor. All trash must be picked up in the dugout and spectator areas.

Arrival time:Players & coaches must not arrive more than 40 minutes before game time.

Departure time: Players & coaches must vacate park no later than 15 minutes after game ends.

Game time: No new inning can begin after 1 hour 50 minutes & NO DROP DEAD Sun delays at La Habra do not count against time. At La Habra Fields, there will be a drop-dead game over at 9:45 pm unless it is a tie, and the game will be continued on another day according to the LL Rulebook. At La Habra Fields THERE IS NO TIME LIMIT IF THERE IS NO GAME AFTER THIS GAME. Four innings is considered a complete game. If the game is called & is not a complete game, it shall be continued on the next open day. For games that are cancelled, or rained out, make-up games will be scheduled by the Player Agent in consultation with the league’s representative on the next available date. It must be played within 3 weeks of the cancelled game. If not, the D56 UIC & league reps. will decide on ruling it a forfeit.

Tie games: All fields: Referring to Rule 4.12 in the Little League Rulebook, extra innings will be played to break the tie if light and curfew permits. This will be pre-determined prior to the game by the Player Agent or the League Director in charge at the field and told to the umpire at the start of the game. If the tie cannot be broken, the game shall resume prior to the next time the two teams meet or rescheduled for a later date. The starting time will be determined by the Director & the Player Agent of each league involved.

Mandatory playing time: The mandatory playing rule shall be in effect, but it is encouraged that each player gets three innings of defense and three innings of offense.

Players: Must wear face coverings when sitting in their chairs, sitting in the dugout, or when they are less than 6 feet apart or when playing the catcher position. Players must not share equipment.

Scorekeeper: The home team is responsible for the official scorekeeper & pitch counts if the visitor team does not have a pitch count person to verify. The scorekeeper must be in a designated area. All away teams must keep their own league scoresheet or book (this should not be the same person & will not be the official score book). The scorekeeper notes the official game time, but the official game time will be kept by the umpire. Sunflower Seed/Shell Rule

To all:

Sunflower seeds and peanuts in the shell can only be eaten with the shells going into a cup- we will be charged for any shells left behind on the grass or under the bleachers- please follow this rule!

Every team is responsible for:

  1. Cleaning up after themselves
  2. Ensure that the entire area is left clean of any seed shells

There is no food or any sugar drinks allowed on Skeeter Holt field, only water.
