Division Rules

T-BALL DIVISION (AGES 4 & 5)

Tee Ball is instructional. No score will be kept. Tee Ball is a structured division. The manager and coaches will be given a lesson plan to teach fundamentals each week at practice and during the Saturday games. Small token participation trophies will be given out at the end of the season after the manager turns in the gear and keys.

Game time: A standard game is 4 innings or 1 hour and 50 minutes- whichever comes first.

Beginning of Game: Both teams are responsible to put out bases and benches.

First half of the season: The runner when called out stays on the bag and the inning ends when 3 outs are made, or the batting roster is completed.

Second half of the season: The runner when out must now leave the base and the inning ends after 3 outs.

Player time: Each player must play a minimum of 3 complete innings. No player will sit 2 consecutive innings. It is mandatory that each child plays one infield position (i.e. catcher, first, second, third, or shortstop) and one outfield position (i.e. left field, right field, centerfield, and left centerfield) each game.

The Home team: Furnishes the games balls and the batting tee.

Umpire: Manager, coaches or the Team Parent will umpire the game. The game must only be umpired from behind the pitcher’s mound.

Managers/Coaches: All managers, coaches and team parent participating on the field or at practices must be background checked and live scanned. There is no maximum number of coaches on the field.

Team Parent: The team parent with an approved background check and live scan may enter the dugout to watch the players on the bench during the defensive part of the inning and during the offensive part of the inning. An official female team parent (background & live scanned) is needed in the dugout when a female player is on the team. No other small child, that is not on the team, is allowed in the dugout with the team parent.

The batting tee: The offensive team manager is responsible for putting the ball on the tee and must state to the defensive team, “Are you ready?” The coach must remove the batting tee once the ball is hit.

Batters: There are no strikeouts in Tee Ball. All batters will hit the ball.                                                                 
Tee Ball follows LL rule 4.04 (Batter’s bat in a continuous line up which means batting the lineup over and over again. There is no default to the fewest number of players. A ball hit off the batting tee must proceed 15 feet into fair territory to be considered a fair ball. If a player bats out of order, the correction will be made immediately and without penalty. No bunting is allowed.

Runners: The runner is allowed 1 base for a single and is allowed only 2 bases for a double. Runners must stay in contact with the base until the ball is hit. No sliding is allowed. The runners may not advance on an overthrow (no exceptions). An overthrown ball is considered a dead ball and all runners must remain on the base they started at. If a runner is called out, the runner must leave the base. In a last batter situation, play stops when the out is made or when the ball is returned to the infield and held by an infielder. The runner must stop when the play becomes dead.

Outfield: When an outfielder, makes an attempt to throw the ball, the runner may not advance.  An overthrown ball is considered a dead ball and all runners must remain on the base they started at.

The defensive team: Consists of a maximum 10 players. There will be 4 outfielders evenly spaced in the outfield. (A rover is not allowed.) Defensive players must be rotated so that no player plays in the same position for more than two innings in a game. (Outfield is considered one position i.e. if a player plays right field for two innings the child cannot play outfield for the rest of the game.)

At the end of the game: Each team is responsible for putting away the benches and picking up and emptying the trash can liner at all fields when full and on the last game on Saturday. Failure to do so will result in Board action such as a possible suspension.

MINOR B DIVISION (AGES 6-7)

Minor B is instructional: The score will be kept, but standings will not be recorded. This division is to teach the players all positions (infield and outfield) and the fundamentals of the game. This division will use a pitching machine the entire season. Token participation awards will be given to all players after the managers turn in the equipment and keys after the last game.                                                                                 

Pregame & postgame:
Both teams are responsible to set up for the game. Both teams are responsible to rake & groom their fields before & after their weekday game or the last game on Saturday. After the game, both teams will take down the pitching machines & return the field equipment to the shed. All equipment is to be placed back on the shelves & not left on the storage shed floor. All trash needs to be picked up in the dugout & bleacher areas.                                                                                                                                                                                                         

Game time: The time limit will be no new inning after 1 hour and 50 minutes. Games must start on time. Time is kept by both managers.                                                                                                                                                                     

Player time:
It is mandatory that each player plays one infield (i.e. pitcher, catcher, first, second, third or shortstop) and one outfield position (i.e. left field, right field, center field, and left center field) each game. Players must play at least every other inning. No player may play the same position more than two innings in a game. Managers who fail to comply with these rules for any reason, will be given a one game suspension not to exclude removal for the season.                                                                                                                                                                                                  
Umpire: Volunteer coaches with an approved background check and live scan are responsible for umpiring the game. The game must only be umpired from behind the pitcher’s mound.                                                                                                              

Managers/Coaches: All managers, coaches and team parent participating on the field or at practices must be background checked and live scanned. Coaches must stay in the dugout and are not allowed to rove in and out of the dugout. Three adults will be allowed in the dugout at one time (the approved manager and 2 approved coaches). 1 additional approved coach may be in the outfield during the defensive portion of the game. Each team will provide a game ball.                                                                                                                    

Scorekeepers:
Both teams are responsible for the scorekeeping. The scorekeeper must sit in a designated area.  Mercy rule will be in effect. The side will retire when 5 runs have been scored in an inning or 3 outs made. However, the 6th inning is an open run inning. Score sheets must be turned into the snack shack following each game. If score sheets not turned in after the week’s games, the director with the knowledge of the President, V.P., & Player Agent can impose a one game suspension for the manager for each game that a score sheet is not turned in on time.          
                                                                                                                                                                                                   
Team Parent: The team parent with an approved background check and live scan may enter the dugout to watch the players on the bench during the defensive part of the inning and during the offensive part of the inning. Pitching machine: The division will use pitching machines the entire season. There are 5 pitches to each batter. Balls will not be called, but strikes will be called. If the batter hits a foul ball on the fifth pitch, the batter will continue to hit until the ball is hit into fair territory or until the ball is caught or the batter strikes out.  The coach has 30 seconds to place the ball in the machine or a strike will be called. The pitching machine will be set to around 35 mph.

Dead ball: The ball will be considered a dead ball and a no pitch when any of the following occurs:                                            
1. The ball strikes a manager or a coach.                                                                                                                             
2. When an infielder has control of the ball, while the player is in the infield,                                                                                     
3. An overthrown ball is considered a dead ball and runners must remain on the base they started at and cannot advance.   
 
Dugout: All dugout gates are to remain closed during the game. Sitting on buckets by managers/coaches is not allowed.                                  
No seeds are allowed by any member, player or coach in the dugout or on the playing field. Alert guests to obtain a free spit cup at the snack shack. 

Batters: All are required to follow LL rule 4.04 (Batter’s bat in a continuous line up which means batting the lineup over and over again. There is no default to the fewest number of players.) Tardy players shall be added to the bottom of the batting order in the inning they arrive late. No bunting is allowed and no infield fly rule. If a player bats out of turn, the correction will be made and no out will be called. When the ball is hit in the outfield and goes over the head or passes the outfield, it shall be ruled a ground rule double and the ball becomes a dead ball. Runners already on base may advance accordingly with a two-base max.

Runners: To prevent injury, sliding is discouraged. Managers must pre-approve sliding based on a player’s sliding knowledge/ability. An overthrown ball is considered a dead ball so runners must remain on the base they started at.                 

The defensive team: Consists of a maximum of 10 players (4 outfielders evenly spread with no rover). Defensive substitutions are encouraged. The free substitution rule will be in effect. Defensive changes can be made every inning.

SINGLE A (AGES 7-8)
(FORMALLY KNOWN AS MINOR A)


Single A:
The score will be kept, but standings will not be recorded. This division is to teach the players all positions (infield and outfield) and the fundamentals of the game. Pitch count will be followed according to the rule book. The “run rule” will be in effect (15 runs after 3 innings or 10 runs after 4 innings). A trophy will be given out to all participants after the manager turns in gear and keys.

Pregame/postgame: Both teams are responsible to rake and groom their fields before and after their weekday game or the last game on Saturday. Home team: The home team provides the umpire. It can be the manager, coach or the official team parent.                                                                                                                                                                                                        
Umpire: Whoever umpires must be background checked and live scanned. The game is umpired from behind the pitcher’s mound. The umpire will announce the start time of the game & local sunset time according to Google. The official game time is kept by the umpire. The umpire makes all “ball and strike” decisions and is not to be argued with.

Managers/Coaches: All managers and coaches participating on the field or at practices must be background checked and live scanned. The manager must consult with the umpire, prior to the start of the game as to when local sunset time is according to Google. Both managers to provide game balls
.          
Team Parent: The team parent with an approved background check and live scan may enter the dugout to watch the players on the bench during the defensive part of the inning and during the offensive part of the inning. An official female team parent (background & live scanned) is needed in the dugout when a female player is on the team. No other small child, that is not on the team, is allowed in the dugout with the team parent.

Dugout:  All dugout gates are to remain closed during the game with the remaining coaching staff inside them. On Anderson Field, the coach’s back should be against the pole with only 1 manager outside the dugout. 3 adults will be allowed in the dugout (The approved manager and 2 approved coaches). No sitting on buckets and no roving of coaches in and out of the dugout. No seeds are allowed by any member, player or coach in the dugout or field area. No sunflower or peanut shells are allowed on the ground. Alert guests to obtain a free spit cup at the snack shack. No coach/team meetings can take place after the game in the dugout to help the next game get started on time. At the end of the game, teams must vacate the dugouts immediately and groom and water the fields. 

Pitchers:  Any 9-year-old held back to play in this division cannot pitch. If a batter gets a count of 4 balls, instead of receiving a walk, the manager or coach will pitch overhand the number of strikes remaining to allow the batter a chance to hit.  Coaches must pitch from the lower part in front of the rubber within the dirt circle & not on the grass. Example: If the count is 4 balls and 2 strikes, then the batter gets one pitch thrown from the coach to hit the ball. A hittable pitch from the manager/coach is one that is not in the dirt, is between the two inner batter box lines and not above the hitter’s head. In other words, the hitter can’t be picky with the manager/coach pitch, they need to swing. (One pitch to hit or strike out will encourage kids to hit to get on base and not count on being walked on base.) Pitch count will be followed according to the Rulebook. The pitching distance for ALL fields will be 46 feet. Pitcher/catcher rule will apply.                                                                                                                                        

Batters:  This division will follow LL rule 4.04 Batter’s bat in a continuous line up. There is no default to the fewest number of players. If a batter bats out of turn the correction will be made & no out will be called. 3 outs or 5 runs will retire the side except in the 6th inning which is an open run inning. Clean (free from profanity & explicit lyrics) walk up music is allowed. Music is shut off once the player gets into the batter’s box. No bunting. No infield fly rule.                                                                                                                                                                                     

Runners: The side will retire after 5 runs scored in an inning or 3 outs made except in the 6th open run inning.      
                                               
Outfield: If a ball is hit to the outfield and goes over or past the outfielder on the fly & lands on the blacktop driveway, it shall be ruled a home run. If the ball goes over or past the outfielder and rolls to the black top driveway, it shall be ruled a ground rule double & all the runners may advance accordingly. If the ball is hit over the outfielder and interferes with the Minor B game, it is ruled a home run. If it rolls infield it is a live open ball. No runs may score & no base advancements runners.

Defensive team: This division will play with 10 defensive players; 4 outfielders evenly spread with no rover. Defensive substitutions are encouraged, but the free substitution rule will be in effect. Defensive changes can be made every inning if the manager chooses to.

AA DIVISION

AA is competitive:
It is interleague play with pitch count. The infield fly rule will be called. The “run rule” will be in effect (15 runs after 3 innings or 10 runs after 4 innings). The maximum 5 runs per inning rule will be followed with an open run inning in the 6th inning. The score will be kept, and standings of record will be kept by each league. The first and second place teams will be determined by the best overall record in each league in the alliance or by their own league bylaws. The District Tournament of Champions (TOC) is each league’s first place team. If a tie occurs within a league, head-to-head competition or a tiebreaker game will be played to determine 1st place. 1stand 2nd place teams get trophy.                                                                                                                                                                                            

Game time: The time limit will be no new inning after 1 hour and 50 minutes and NO DROP DEAD. Sun delays at La Habra fields do NOT count against the no new inning (1 hour 50-minute time limit.)  This sun delay time does not count against the time limit. Before daylight savings, 4 innings must be played to be considered a full game. If this does not happen, the next time these La Habra teams play each other they will finish the first game before playing the second game. This does not include interleague games. Games that are cancelled, rainouts, and make-ups will be scheduled by the Player Agent with the knowledge of the League’s Rep./director on the first available day. (It must be played within 3 weeks of the cancelled game.) If not played within 3 weeks, the Alliance Protest Committee consisting of the D56 UIC & league reps. will decide and rule it a forfeit.

After the game, both teams will return the field equipment to the shed. All equipment is to be placed back on the shelves and not left on the storage shed floor to keep it organized. Tie games: Refer to Rule 4.12 in the Little league Rulebook (except for extra innings). All games will be played to break the tie if there is no following game and daylight time permits. This will be determined by the player agent and/or League Rep./League Commissioner/Director that is present prior to the game and told to the umpire at the start of the Game. If it cannot be broken, it shall resume prior to the next time the two teams meet or rescheduled to a later date if needed. The starting game time will be determined by the Director & the Player Agent of each league involved.                                                                                                                                                                                                 

Player time:  All players must get at least two defensive innings in the field. Innings don’t have to be consecutive.                                                                                                      

Scorekeeper: The home team is responsible for the official scorekeeper & pitch counts if the other team does not have a pitch count person to verify. The scorekeeper must be in a designated area. All leagues may keep their own official LEAGUE score sheet or book (this should not be the same person & will not be the official score book). The scorekeeper notes the official game time, but the official game time will be kept by the umpire. La Habra Teams: must turn in a score sheet after every home & away game at another field. Failure to do so may result in a 1 game suspension.                                                                                                                                                                                                 

Umpire: The umpire will announce the start time of the game & the local sunset according to Google at pre-game. The official game time will be kept by the umpire.                                                                                                            

Manager/Coaches: Managers must provide two new balls to umpire prior to game starting. All manager and coaches participating on the field or at practices must be background check and live scanned. The manager must consult with the umpire, prior to the start of the game as to when local sunset time is according to Google. No coaches or parents may warm up a pitcher in the bullpen on or off the practice or playing field for any reason or at any time before during or after the game. Rule 3.09                                                                                                

Team Parent: A female background checked, and live scanned team parent must be in the dugout when a female player is on the team. No other small child, that is not on the team, is allowed in the dugout.

Not applicable if no game after.                                                                                                                                                                                                              
Pitchers: No pitching concessions will be considered for any games. 8 and 9 yr. old players in this division are eligible to pitch as per Rulebook. Balks will not be called. Pitch count will be followed per rulebook. Pitcher and catcher rule applies. Any manager or coach guilty of using an ineligible pitcher for any reason will be removed for the rest of the game & suspended for the team’s next physically played game. On the second offense, will not be allowed to coach or manage the rest of the season.                                                                                                                                                                                               

Batters:  This division will follow LL rule 4.04 (Batter’s bat in a continuous line up which means batting the lineup over and over again every inning. There is no default to the fewest number of players.) Three 3 outs or 5 runs will retire the side. Clean (free from profanity & explicit lyrics) walk up music is allowed. Music must be shut off when batter gets to batter’s box.   

Runs: The maximum 5 runs per inning rule will be followed. The 6th inning is an open run inning.

AAA DIVISION

This sun delay time does not count against the time limit. The official game time will be kept by the umpire. For Murphy Ranch local sunset time will constitute the end of the game according to Google. Games that are cancelled, rainouts, and make-ups will be scheduled by the Player Agent and with the knowledge of the League’s Representative/Director on the first available day. (It must be played within 3 weeks of the cancelled game.) If not played within 3 weeks, the Alliance Protest Committee consisting of the D56 UIC & league reps. will decide and rule it a forfeit.

MAJORS DIVISION

The Major Division is competitive:
It is interleague play with pitch count. The “run rule” will be in effect (15 runs after 3 innings or 10 runs after 4 innings). The first and second place teams will be determined by the best overall record in each league in the alliance or by their own league bylaws. The District Tournament of Champions (TOC) is each league’s first place team. If a tie occurs within a league, head-to-head competition or a tiebreaker game will be played to determine 1st place.

Pregame/postgame: La Habra teams are responsible to rake and groom their fields before and after their weekday game or the last game on Saturday. It is both team’s responsibility to set up and take down. After the game, both teams will return the field equipment to the shed. All equipment is to be placed back on the shelves and not left on the storage shed floor to keep it organized. All trash needs to be picked up in the dugout and bleacher areas.

Game time: No new inning after 1 hour 50 minutes & NO DROP DEAD. Sun delays don’t count against the time. At La Habra Fields, there will be a drop-dead game over at 9:45pm unless it is a tie and the game will be continued on another day according to the LL Rulebook. At La Habra Fields there is no time limit if there is no game following game being played. Four innings is considered a complete game. If the game is called & is not a complete game, it shall be continued on the next open day. Rained out, cancelled, & make-ups will be scheduled by the Player Agent or Reps. from the leagues involved on the first available date & within three weeks of the cancelled game. If not played, it will go before the alliance protest committee (D56 UIC & the League Reps.) for a forfeit.                                                                                                                                                                                                                        
Tie games: All fields: Refer to Rule 4.12 in the Little League Rulebook. EXTRA INNINGS will be played to break the tie if light and curfew permits. This will be pre-determined prior to the game by the Player Agent or the League Director in charge at the field and told to the umpire at the start of the game.

Player time: When LH plays MR, teams will bat 9 w/subs. Subs must get two defensive innings in a row (six outs) in the field and one at bat minimum during that time. When LH plays LH, teams will bat the line-up. Subs should get two nonconsecutive innings defensively in a game.

Scorekeeper: The scorekeeper must sit in a designated area. Scorekeeper is supplied by the team listed as the home team on the schedule. They are responsible for pitch counts if the visiting team does not have a pitch counter. The homefield scorebook will be used. All leagues may have someone else keep a separate league copy/book for pitching purposes, but this is not the official scorebook and should be kept by a different person. La Habra teams need to turn in the score sheet after every game (home or away). Failure to do so may result in a 1 game suspension.

Umpire: The umpire will announce the start time of the game and local sunset time (according to Google).

At Murphy Ranch and La Habra, water and Gatorade type drinks are allowed in the dugout. No seeds are allowed by any member, player or coach in the dugout or field area. No sunflower or peanut shells are allowed on the ground. Alert guests to obtain a free spit cup at the snack shack. At La Habra: No coach/team meetings can take place after the game in the dugout to help the next game to start on time and to get everyone off the fields before the lights turn off. At the end of the game, teams must vacate the dugouts immediately and groom the fields.                                                                                                                            
Pitcher: Pitch count will be followed per the rule book. Pitcher/catcher rule applies. Any manager or coach guilty of using an ineligible pitcher for any reason will be removed for the rest of the game and will be suspended at the team’s next physically played game. On the second offense, the manager/coach will not be allowed to coach or manage for the remainder of the season. Balks will not be called.                                                                                                                                                                                                               

Batter: Clean (free from profanity & explicit lyrics) walk up music is allowed. Music must be shut off when batter gets to batter’s box.

Runner: The “run rule” will be in effect (15 runs after 3 innings or 10 runs after 4 innings).                 
              
Defensive team: All defensive changes must be made by the bottom of the 3rd or the top of the 4th inning to ensure all subs are made when batting 9 w/ subs.

JUNIORS DIVISION

District interleague rules will be followed as well as our local rules. Each team will receive 5 minutes of infield pregame practice on Saturday and weekday games only if the preceding game ends early or if only one game is scheduled on that day. Otherwise, the teams should be ready to play their game with no infield practice. The “run rule” will be in effect (15 runs after 4 innings or 10 runs after 5 innings). Placement: District 56 Tournament of Champions (TOC) placement will be determined by each league’s first place team. Only first place trophies and no second-place trophies will be awarded at the end of the championship game. Standings will be determined by all games played on the interleague schedule. District 56 TOC Placement will be the first-place winner of each league.

IMPORTANT: Any player, manager, or coach removed from a game by an umpire for disciplinary reasons will need to follow the rulebook. Spectators ejected must leave the park & may not return until the game ends. Spectator’s ejected will sit out that team’s next physically played game. Failure to leave may result in that team’s forfeit of that game.

Pregame/postgame:
It is the responsibility of both teams to set up, as well as takedown the fields. All field equipment is to be returned to the shed and placed on the shelves & not on the floor. No team meetings after any game until the fields are groomed and dugouts are empty and clean.    
                                                    
Game time: No new inning 2 hours 15 minutes and NO DROP DEAD and GAME OVER at 9:45 p.m. (city curfew). If the game is not complete, it will be continued on the first available day and the time of the game will be determined by the Player Agent and Division Director. Rescheduled games will be rescheduled depending on time and availability of fields on the first available day by the Division Director and the Player Agent and if interleague schedule permits.

Tie games: All tie games to be played out. Exception: The umpire may halt the game if in his judgement the tie cannot be broken due to curfew issues. Curfew is 9:45pm.     
                                                      
Field rules: 90’ base paths and at 60 feet 6-inch pitching distance.        
                                                                                                       
Player time: LH will bat 9 w/subs when playing MR. Subs must get two defensive innings in a row (six outs) in the field and one at bat minimum during that time. When LH plays LH or D30, teams will bat the line-up. Subs should get three nonconsecutive innings defensively in a seven-inning game.

Scorekeeper: The home team must supply the official scorekeeper and keep score and pitch count in the score shed. Score sheets to be turned in after the game.      
                                                                                
Umpire: The umpire will announce the official start time of the game. Balks are not to be called until the season moves to 60’6” pitching/90’ base paths. Until that change, the umpire will call time out and advise the pitcher of what they did wrong.

Manager/Coaches: Manager/coaches must be background checked and live scanned. Both teams must supply a minimum of two new balls each game. No parent, coach, or manager may warm up a pitcher in the bullpen or on the playing field area at any time or for any reason. Rule 3.09          
                   
Team Parent:  A female background checked, and live scanned team parent must be in the dugout when a female player is on the team. No other small child, that is not on the team, is allowed in the dugout.                  
                                                         
Dugout:  3 background checked adults are allowed in the dugout (1 approved manager & 2 approved coaches). Water is the only drink allowed on Skeeter Field. No seeds are allowed in the dugout or field. Dugouts to be cleaned after game.

2022 Pitch Count and Pitcher/Catcher Rules

Ages 13-16 – 95 pitches per day
Ages 11-12 – 85 pitches per day
Ages 9-10 – 75 pitches per day
Ages 7-8 – 50 pitches per day

66+ pitches = 4 days rest
51-65 pitches = 3 days rest
36-50 pitches = 2 days rest
21-35 pitches = 1 day rest
0-20 pitches = 0 days rest

 

Catcher/Pitcher: Any catcher who catches four or more innings in a game is not allowed to pitch in that same game. Any pitcher who pitches over 21 or more pitches in a game can’t catch more than three innings in that same game.

Sunflower Seed/Shell Rule

To all:

Sunflower seeds and peanuts in the shell can only be eaten with the shells going into a cup- we will be charged for any shells left behind on the grass or under the bleachers- please follow this rule!

Every team is responsible for:

  1. Cleaning up after themselves
  2. Ensure that the entire area is left clean of any seed shells

There is no food or any sugar drinks allowed on Skeeter Holt field, only water.
